China’s regional expansion is coming at a growing security cost to its neighbours. But its rise still depends on the economic and technological co-operation of the West, and on our asymmetrically open markets. Further complacency in going along with China’s economic development and we are likely to pass the point at which we can rein in China’s aim for regional dominance.
